KUSA - With the onset of cooler weather, many people are now trying to figure out how they are going to heat their homes, even though they may not be able to afford it.

Experts say if you need to ask for help this winter, you should do it early.

The Low Income Energy Assistance Program (LEAP) says it saw a 15 percent increase in cases last year and it expects the same kind of jump again this winter.

The director of the program says it received in additional funds this year due to the stimulus bill and should have a total of $60 to $70 million in benefits.

Qualifications for assistance are based on how much you earn, not your job status.

For example, a family of four, who earns less than $3,400 a month, is eligible.

LEAP doesn't start taking applications until Nov. 1, but if you foresee problems this winter, or are already having trouble paying your heating bill, you should start preparing for help now.

"Work with the utility and let them know that you are going to be applying for LEAP and as soon as the application period begins on Nov. 1, the utility will be aware that that's what those folks are going to be doing," LEAP Director Todd Jorgensen said.

Jorgensen says the best thing to do is fill out the LEAP application now and have it ready to go on the first of the month.

Starting Nov. 1, the nonprofit group Energy Outreach Colorado will also have funds available to help people struggling with all utility bills, not just heat.

If you are in immediate need of assistance, you can call 1-866-HEAT HELP or visit http://www.cdhs.state.co.us/LEAP/.
