ADAMS COUNTY - Clerk and Recorder Karen Long had a goal for Tuesday's election: 25 percent voter turnout. Even if the county did reach that number, it would still be the lowest turnout for voters in that county in 10 years.

"People either haven't been aware or they're not sure if they wanted to vote in this election," Long said.

Across Colorado, counties reported voter turnouts between 20 percent and 25 percent. It was what elections officials and political experts expected.

"I suspect we're going to have record low turnout," 9NEWS Political Analyst Floyd Ciruli said. "There is very little competition, very little money being spent and so the public doesn't know much about it."

Many counties had very small ballots, consisting of only a few candidates or issues including school board elections and a Denver initiative that would impound the cars of people without valid driver's licenses.

Ciruli noted the absence of tax proposals.

"Typically you could have a lot of elections for taxes this year, but the economy is so bad that almost no one put anything on the ballot," he said.

Small ballots usually draw in smaller numbers of voters especially if those ballots don't come with a lot of controversy.

"You really have got to have something on the ballot that excites people," Ciruli said.

Of the voters who did cast their mail-in ballots by Tuesday, Ciruli says many of them are considered to be very attentive voters who stay abreast of current political issues, no matter if it's a big election year or not.

"I love voting," Danny Sanchez said as he dropped off his ballot in Adams County. "I've never missed an election in my life. And I'm 24."

Long encouraged all voters to cast their ballots, no matter how few issues were on those ballots.

"These are really important elections at the grassroots level," she said.

The low turnout is a stark contrast to the 2008 presidential election, in which many Colorado counties saw turnouts greater than 90 percent.

Ciruli says while that election's turnout may have an impact on the turnout of future presidential elections, it will likely not play a role in predicting voter turnout for future odd year elections.

"There has been a general decline in that general civic responsibility that I should always vote," Ciruli said.
