Kenneth Feinberg says he plans to meet with the victims over the coming weeks to decide how more than $5 million should be distributed.
Victims have complained they aren't getting the money they need to deal with the tragedy.
Feinberg tells the Denver Post the money should be handed out with no strings attached, but only to those who can show they need it.
The mass shooting killed 12 people and wounded 58 others. Former University of Colorado, Denver, graduate student James Holmes has been charged in the July 20 attack.
