Pueblo Republican Rep. Clarice Navarro-Ratzlaff says next week she plans to introduce legislation that would increase state law's current English-learning education two-year funding limit to five years.
Navarro-Ratzlaff says the current funding is insufficient because only 1 percent of students reach English proficiency in two years.
The new legislation would also make state education officials track the students' progress until they graduate high school.
Republicans say they've gotten support from Democrats for the measure.
