Gov. Bill Ritter (D-Colorado) and his supporters turned in their signatures for a campaign called a Smarter Colorado.
It asks to end a subsidy that Colorado's oil and gas industry currently receives.
The money would instead go toward college scholarships for Colorado students.
The industry says it would cause the loss of thousands of jobs.
There could be as many as 18 different issues before voters this November, which would be a state record.
The previous record was two years ago when voters decided on 14 measures.
