2nd arrest in case of dragged dog

Thirty-two-year-old Melissa Lockhart of Fruita is accused of stealing the dog, named Buddy, and another dog from a parked vehicle in downtown Delta last Tuesday. Buddy was found dead the next day in the park with a rope around its neck.

Investigators say the dog was dragged about 2 miles before it died.

Lockhart is the sister of the man facing animal cruelty charges in the dog's death, 37-year-old Steven Clay Romero. Romero is being held without bond in the Mesa County Jail. Lockhart faces felony theft charges.
