RICHFIELD, Ohio (AP) - Cleveland's mayor and police chief say a critical report by the Ohio attorney general will be a factor in their review of a police chase that led to 137 shots fired and two people killed.

Mayor Frank Jackson and Chief Michael McGrath commented on the departmental review Tuesday after Attorney General Mike DeWine blamed the chase on police leadership and communications failures.

DeWine detailed a chaotic chase last fall that ended with 13 officers firing 137 rounds and killing two fleeing people who were likely unarmed.

DeWine says gunpowder residue tests on the two killed were inconclusive.

The matter now goes to a grand jury in Cleveland. Police union attorney Patrick D'Angelo says the shooting will be found to be justified.
