Candidate for sheriff disciplined over incident with inmate

JEFFERSON COUNTY-9Wants to Know has learned a long-time deputy currently running for Sheriff has been disciplined over an incident with an inmate, which also involved contacting the inmate's face with a rule book while handcuffed.

The Sheriff's Office says it is not permitted to disclose what type of discipline Sgt. Jim Shires has received.

The incident occurred on November 3, 2013 at the Jefferson County Detention Center and involved inmate Jeramy Bustam, a repeat offender who admitted to 9Want to Know he's addicted to drugs.

Sgt. Jim Shires made the decision to rouse Bustam out of his cell at 2 a.m. when he learned Bustam was "abusing the mail system," according to incident reports.

According to Shire's written account, he was told by another deputy Bustam was sending out more letters than allowed.

While escorting the handcuffed inmate down a hallway, video obtained by 9Wants to Know shows Sgt. Shires contacting the inmate in the face with an inmate rule book.

Shires calls the contact to the inmates face as a simple tap. "I tapped the book to this nose twice so he would focus," Shires wrote in his incident report.

The decision by Shires to transfer Jeramy Bustam at such an hour over mail abuse and the contact to the inmate's face is why internal affairs and Sheriff Ted Mink made the decision to administer discipline to Shires.

9Wants to Know has interviewed Bustam who says while he wasn't physically harmed, his "pride" was hurt during the incident.

Sgt. Shires told 9Wants to Know he is not making public statement about the incident because Bustam had threatened to file a lawsuit.

Sheriff Ted Mink has so far declined to comment about the incident, citing the recent death of a deputy who was put to rest earlier this week.
