The Boulder County Sheriff's Office says that 42-year-old Joseph Scott Carter was arrested Monday and was being held in the county jail. Authorities say Carter is a transient who has been camping in the area the last couple weeks.
A 32-year-old Fort Collins woman and a 44-year-old Berthoud man said the man fired one shot and tied them to trees Saturday while they were hiking near Nederland's Rainbow Lakes.
The man freed himself and ran for help. Officials say the assailant released the woman. The man suffered bruised wrists and a cut leg. The woman was unharmed.
A Boulder County Court found Carter guilty of misdemeanor assault in March following an arrest in late February. He spent 27 days in jail and was given a sentence for time served.
In 1997, Denver police arrested Carter for misdemeanor assault/threats. Charges were dismissed by the court, according to Colorado Bureau of Investigation Records.
Carter is expected to make his first court appearance Tuesday.
